ENGLAND (UNITED KINGDOM). Island Kingdom off the northwestern coast of Europe. In 2006, it was the home of 297,000 Jews, less than one percent of the total population of more than 60 million. The first Jews in England were financiers who followed William the Conqueror from France at the time of the Norman Conquest in 1066. By the middle of the following century, their number had grown to 5,000, with thriving communities in London, Oxford, Cambridge, Norwich, Winchester, Lincoln, and other towns. Within another century, there were 70 “Jew Streets” in England. With the expulsion from England in 1290, 16,000 Jews had to seek homes elsewhere.


During this period, England lived under the feudal system. As in all feudal societies, Jews had no official rights. Officially, they were the property, or “chattel,” of the king. Because they paid heavy taxes to his treasury, it was in his interest to protect them. But the king was not a kind protector. When he needed money, he had no scruples about confiscating the property of “his Jews,” or taxing them to the point of bankruptcy. Despite these handicaps, English Jewry prospered for about 80 years after the conquest and suffered no serious persecution. The majority were not rich, but some of them were great bankers and merchants who founded Talmudic academies and wielded much influence with the king. Before 100 years had passed, however, anti-Jewish feeling began to emerge. In 1144, a charge of ritual murder—the claim that Jews had killed a Christian to use his blood in Passover ceremonies—at Norwich set the pattern for oppression throughout the 12th century. An especially violent outburst during the Third Crusade from 1189 to 1190 finally forced Richard I, also called Richard the Lion-Hearted, to take up arms against the rioters. Richard also declared that anyone harming the Jews was sinning against the Crown. Later, to assure a steady flow of gold into his treasury, he set up a special office, the Exchequer of the Jews, which registered all loans and supervised the collection of debts. Under other circumstances, this office might have been a blessing. England, however, was torn by conflict between king and barons, so that the King’s Jews were naturally the target of baronial hatred. As a result, the reigns of John from 1199 to 1216 and Henry III from 1216 to 1277 were marked by incessant persecution and exploitation.


By the time Edward I took the throne in 1277, English Jews were in dire straits. Italian bankers had largely replaced them as moneylenders, and they had lost the right to lease land. Church leaders, anxious to expel them, succeeded in convincing the King to take this drastic step by joining with the nobility and promising him one-tenth of all Jewish property. In 1290, on November 1, the Feast of All Saints, the entire Jewish community of 16,000, penniless and with little hope of welcome anywhere, was forced to take the weary path of exile, seeking homes across the sea.


For the following 350 years, England had no Jewish community. The resettlement of Jews in England took place in 1656 when England was in the throes of the Puritan Revolution. Oliver Cromwell, the Lord Protector, believed that Jewish merchants would stimulate English trade. But the merchants of London, fearing competition from Jewish merchants, refused to accept the plan. Nonetheless, an unusual circumstance led to the founding of a Jewish community: England happened to be at war with Spain and had ordered all Spanish property confiscated. Among the goods seized were those of a Marranos residing in London. In order to regain his possessions, this man declared that he was not a Spaniard, rather a Portuguese Jew. Together with seven other Marranos he petitioned Cromwell. The Lord Protector, eager to open the country to Jews, accepted their petition. Once it was known that Jews were living openly in the city, other Sephardic merchants settled there. Although Parliament had not approved the change, the township of London immediately permitted them to build a synagogue and sold them land for a cemetery. By 1662, there were more than 100 congregants in the synagogue, and two years later, the first Jewish school was founded.


The first Sephardic settlers were followed by Jews from Germany and Central Europe. By 1690, there were enough Ashkenazic (see Ashkenazim) Jews to found a separate synagogue, and by 1700, there were 500 Jews in the capital. In 1760, the community, which had no political rights, founded a Board of Deputies of British Jews to handle relations with the government. By 1753, a “Jew Bill,” proposing equal rights for the Jews, had been introduced in Parliament. The bill was defeated, but the struggle for political rights had begun. At the beginning of the 19th century, the total number of Jews was 25,000, among them a number of families noted for their wealth and accomplishments. With the general liberalization of political and social life in England, it was inevitable that Jews would succeed in the quest for equality. The 1832 Reform Bill granted Jews and Catholics the right to vote in parliamentary elections. Four years later, the Board of Deputies of British Jews was recognized by the government. By 1858, Baron Lionel de Rothschild was admitted to the House of Commons. In 1872, the last handicap was removed with admission of Jews to England’s great universities.


Political and social rights were gained on the eve of another revolution in the life of English Jewry. While the battle for equality was being waged in England, Jews of Eastern Europe were experiencing political persecution and increasing economic hardship. By the early 1880’s, the situation had become so unbearable that masses of East European Jews were forced to flee to the West. Many settled in England. Between 1881 and 1905, when the English government imposed restrictions on immigration, between 100,000 and 150,000 Polish and Russian Jews were added to a community that in 1881 had totaled only 60,000.


Most of the immigrants settled in Whitechapel in the East End of London. Others found their way to Manchester, Leeds, Glasgow, Liverpool, and other cities where Jewish communities had not existed before. The immigrants earned their living as tailors, small manufacturers, and peddlers or petty traders. They were active in establishing a ready-made garment industry. Isolated in their own districts and speaking little or no English, they tended to form communities of their own, with Yiddish newspapers, theaters, clubs, and synagogues like the ones they had known “at home.” They therefore had little basis for communication with the older, well-established community. The old community, for its part, though suspicious of the newcomers, did its best to help the newcomers adjust through the Board of Deputies and the Jewish Board of Guardians.


The adjustment of the newcomers was successful. Their children attended English schools and within a generation had entered into the current of English life. The solidarity of the two communities was speeded by the fact that all of England was undergoing a social revolution. The gap between rich and poor was narrowing, and class distinctions were becoming less rigid.


Zionism also provided a common cause for the two sectors of the community. At first the old-timers were more conservative and less willing to exert their influence with the government on their behalf. This situation came to an end only when a group of Zionists, comprised of immigrants and led by Chaim Weizmann, a Russian Jew naturalized in 1910, succeeded in influencing the government to grant the Balfour Declaration in 1917 and in promising the establishment of a Jewish National Home in Palestine. From then on the influence of the “newcomers” was recognized, and Zionism began to play an important part in the official life of English Jewry. From 1919 to 1948, when England occupied Palestine under a Mandate from the League of Nations, the Jewish community actively attempted to influence the English government in favor of the Jewish cause in Palestine.


Today, about 70% of English Jewry is self-employed, chiefly in the professions and small business. Except for a brief flare-up of Nazi propaganda in the 1930’s and a short period of resentment against Jews during the struggle between the Palestine Jewish community and the British army in the 1940’s, antisemitism has not troubled the community in recent decades. England was, in fact, the only major West European country which did not suffer seriously from antisemitism during the Nazi era.


The center of Anglo-Jewish life is London, home of 210,000 Jews. Jewish life in the capital centers around the United Synagogue, an organization of Orthodox synagogues headed by a chief rabbi. More than half of all English Jews throughout the country belong to synagogues, most of them Orthodox, with smaller non-Orthodox movements.
